With Article 90 titled “Intermediation in Finding Jobs and Workers” of the Labor Law No. 4857, the following regulation was introduced: “The task of intermediary in placing job seekers in jobs they are suitable for and finding suitable workers for various jobs is carried out by the Turkish Employment Agency and private employment agencies authorized in this regard.” In addition, Article 20 of the Law No. 4904 on Certain Regulations Regarding the Turkish Employment Agency regarding Administrative Fines determined the administrative fines to be applied to real or legal persons who act as intermediaries in finding jobs and workers without obtaining permission from the Agency and to employers who receive services within this scope. According to the aforementioned regulations, the activity of intermediation in finding jobs and workers is legally given only to the Turkish Employment Agency and employment agencies authorized and permitted by the Agency. It is not legal for professional organizations to publish advertisements regarding job seekers, primarily on web pages and social media accounts, according to the aforementioned regulations.”
